If youre comfortable enough, follow the steps I have listed above to delete that registry key. Just triple check yourself that youre deleting the correct registry key. Non-admin users do not have the right to read the contents of the registry key: HKCRInstallerComponentsF1291BD604B860441AB89E60BDEE0F9C Once I added reading rights to all authenticated users for this key, the error disappeared Thanks again for the quick replies and help from Melon Chen from the TechNet Community Support.
